Professional Licensure Disclosures

The U.S. Code of Federal Regulations, 34 CFR 668.14(b)(32)(ii)  and  34 CFR 668.43(a)(5)(v) , require  institutions to determine if their educational curriculum meets requirements for professional licensure or certification in the state in which the student is locate, regardless of modality.

For more details see University of Missouri System Licensure Program Policy.

The information on this page was developed to inform students and other stakeholders about the University of Missouri-St. Louis (UMSL) programs that lead to professional licensure or certification. Programs omitted from this list are not intended to lead to professional licensure or certification.
Since professional licensure and certification requirements vary from state to state, disclosures posted on this website can be used to determine if programs offered by UMSL meet the educational prerequisites for professional licensure or certification within and outside the state of Missouri.

Students who live outside the state of Missouri and are considering enrolling in any program that leads to a professional licensure, are strongly encouraged to inquire with the applicable licensing board to determine the most up-to-date information regarding state licensure requirements prior to enrolling in any academic program. UMSL updates state licensure requirements annually; however, state laws, regulations, and policies may change at any time, which can impact the program's ability to meet educational requirements for licensure or certification.

The UMSL Course Catalog evaluates any program that is designed to meet specific state licensure requirements and the program’s status as of July 1st annually. Additional information is available at  Licenses and Disclosures.

Many licensing and certifying boards require more than successful degree completion to obtain a license or certification. Additional requirements or conditions may include but are not limited to training, experience, examinations, and background checks. It is the student's responsibility to determine if they comply with additional requirements.

Disclosures Based on Student Location

The U.S. Department of Education requires direct disclosures of professional licensure or certification information to students based on their locations.

Relocating to another state prior to completing a program may affect state licensure requirements. Prior to considering relocation, students are advised to contact their programs to discuss licensure and certification eligibility requirements. Following relocation, students must update their addresses in MyView.
UMSL will not consider a student to have relocated until the update has been completed in MyView.

Please see the information below if you are a prospective or current UMSL student interested in pursuing professional licensure after graduation. UMSL strongly recommends that students review the applicable licensure board(s) in their state of residence or in the state where they intend to obtain a license before beginning an academic program that results in licensure or certification and prior to beginning any practicum/internship.

Enrollment

Licensure Programs may enroll any student located: in the state of Missouri, a state or territory outside of the United States for which it meets the educational requirements for eligibility for licensure. Licensure Programs may not enroll students located in a state or territory where the university has determined it does not meet such requirements or it has not determined whether the program will meet such requirements without an attestation that the student intends to seek licensure and employment in a specific state for which the Licensure Program meets the educational requirements for eligibility for licensure.

Attestation

You will be asked to clarify your goals and confirm that the UMSL program meets your educational and career goals (for example, your intent on moving from the state you currently reside into another state for the purposes of seeking employment).

If UMSL's program does meet your goals, you will be asked to complete an attestation document prior to enrolling in courses. If you would like to speak with an advisor, please see the University Advising Center (UAC) for more information.

Overview

The College of Education counseling programs hold advanced accreditation by the Council on Accreditation of Counseling and Related Educational Programs.

The MEd degree in counseling with an emphasis in clinical mental health counseling prepares professional counselors to meet the mental health needs of culturally diverse individuals, groups, couples and families.

This graduate-level counseling degree program will also help you gain the credentials you need to become a Missouri Licensed Professional Counselor and a National Certified Counselor.

The School Counseling graduate certificate is designed for students who want to become professional school counselors and have already earned a Master’s degree in another counseling specialty. The goals of the Post-Graduate Certificate in School Counseling are: (a) to provide an academic program to help counselors increase their competency to design, implement, and assess comprehensive school counseling programs in K-12 settings and (b) to provide an academic pathway for counselors to pursue state school counseling certification.

Master of Education in Counseling programs prepare professionals to work in educational settings – elementary, middle and high schools – as school counselors and in clinical settings – clinics, community mental health centers or private practice– as clinical mental health counselors. Counselors have professional preparation in the theory and practice of counseling, treatment planning and career development.

School psychologist certification in Missouri and most other states requires completion of an Educational Specialist in School Psychology (Ed.S.) degree. The Ed.S. degree is a 60-hour, three-year, full time program that includes a yearlong internship. To work as a school psychologist, one must be certified by the state in which services are provided. In most states School Psychologist certification is granted by the state’s Department of Education and supports practice within school or educational settings.
