Student Complaints

A formal student complaint is defined as a written concern submitted by the student, in accordance with designated University of Missouri–St. Louis or College of Nursing policies. Formal student complaints require a formal review, written response, and retention of records. At minimum, this includes student complaints related to grades, academic progression, dismissal, or faculty misconduct.

Complaint of Inappropriate Faculty Conduct

Everyone must do their part to help us maintain our high standards for ethics and integrity. If you believe that a violation of law, our Code, or policies has occurred, you have an obligation to speak up. The definitions of and processes governing faculty misconduct are outlined in CRR 330.110 Standards of Faculty Conduct. CRR 330.110 and this form apply to allegations of inappropriate conduct on the part of a faculty member employed by the University of Missouri System. Please submit the completed form to the Dean (nhallthoms@umsl.edu), cc the Office of Academic Affairs (accadaff@umsl.edu), to be delivered to the appropriate party.

The following are additional avenues to report various kinds of faculty misconduct, should these be appropriate:

  • Hotline: You can anonymously report faculty misconduct through the UM System Integrity and Accountability Hotline . Please note that reporting through the hotline should not replace other kinds of reporting.
  • Title IX: If you experience discrimination or retaliation, or if you are aware of any form of discrimination or retaliation, please make a report to the UMSL Title IX & Equity Office so that they can work to address the situation in an appropriate manner.

Missouri State Board of Nursing (MSBON)

The Missouri State Board of Nursing (Board) is responsible for responding to formal complaints against pre-licensure nursing programs, approved by the Board, that operate under institutional sponsorship of public, independent, private, non-for-profit and proprietary institutions of higher learning in Missouri. While the Board has limited authority over colleges and universities and cannot offer legal advice, Board staff will review submitted complaints and work with student complainants and nursing programs. Students may wish to consult their own legal counsel for any legal advice.

Commission on Collegiate Nursing Education (CCNE)

CCNE is concerned with the continued compliance of nursing programs with the standards for accreditation. The public, the nursing profession, students, educators, and others are thus assured of the quality of the programs that have been granted CCNE accreditation. A fair and professional process for reviewing complaints directed toward accredited programs has been established to provide further assurance of the integrity of the policies and systems employed by institutions and program officials in the conduct of nursing programs. A complaint regarding an accredited program may be submitted by anyone, including students, faculty, staff, administrators, nurses, patients, employees, or the public.

The CCNE Board considers formal requests for implementation of the complaint process provided that the complainant: a) provides to CCNE the complainant’s full name, phone number, and email address, b) illustrates the full nature of the complaint in writing, describing any alleged noncompliance with CCNE standards and/or procedures, c) indicates willingness to allow CCNE to provide the complaint to  the program, and d) indicates willingness to allow CCNE to identify the complainant by name to the program. The complaint will be provided to the chief nurse administrator of the program. Therefore, it is the complainant’s responsibility to omit or redact any information from the written complaint that the complainant does not want CCNE to provide to the program. The Board may take whatever action it deems appropriate regarding verbal complaints, duplicative complaints, complaints that are submitted anonymously, or complaints in which the complainant has not given written consent for the complaint to be provided to the program. Complaints may be directed to:
