ABSTRACT: Pamphlet printed in 1888 by the Committee of the Engineers’ Club of St. Louis regarding the Cullom-Breckinridge Bill, in support of the bill and improvements to river and harbor public works.
SCOPE: This pamphlet is an argument in support of the Cullom-Breckinridge Bill, which would establish the Bureau of Harbors and Waterways under the War Department. The bureau would oversee construction and preservation work on harbors and waterways, ensure appropriate funding and project completion, and establish bureaucratic and administrative requirements of the new office.
The Committee of the Engineers’ Club of St. Louis supports the bill because the bureau would improve the organization and execution of public works and ensure funding for necessary projects. The pamphlet lists unfinished waterways projects and their costs and describes projects that misappropriated materials.
