ABSTRACT: Handbill issued in St. Louis in 1864 about the price of river transportation for military members. Written by Lewis B. Parsons, Colonel And Chief Quartermaster of Western River Transportation. 

SCOPE: This handbill institutes regulations for the price of transportation for military passengers on the Mississippi River and its tributaries. Parsons states that certain steamboats are charging military members “unreasonable” prices. Thus, the handbill establishes that passengers travelling with “Government Cabin Transportation Passes” are entitled to free cabins and 50 cent meals. Other military and government passengers are entitled to cabins and meals for 2 cents per mile for the first 500 miles and 1½ cents for additional miles. Parsons concludes by stating that all boats are required to post three visible copies of this handbill.
