Eli Horner

Eli Horner, MA 2023, has extensive experience in behavioral health, homelessness response and justice-involved systems. Throughout his career, he has worked at the intersection of government, nonprofit organizations and community partners to develop and implement innovative solutions aimed at improving outcomes for individuals, families and communities. Eli currently serves as a Senior Project Manager with House Everyone STL, where he leads multi-jurisdictional initiatives across the metropolitan region focused on housing needs and system improvements. He holds a master’s degree in criminology from the University of Missouri–St. Louis and dual bachelor’s degrees in sociology and criminal justice from Southern Illinois University Edwardsville. His work style centers on building strong partnerships, using data to drive decisions, empowering organizations and ensuring that community services are accessible, responsive and focused on meaningful outcomes.
