Alexa is passionate about building stronger, more connected neighborhoods in St. Louis. With a background in health, the arts, and urban planning, she approaches her work with creativity, care, and a belief that communities thrive when residents are at the center of the process.
As part of the City’s Planning Department, Alexa co-leads PlanSTL, working hand-in-hand with neighbors, associations, and local partners to turn ideas into action. She’s at her best when she’s bringing people together, creating space for collaboration, and making sure every voice has a place at the table.
Outside of city planning, Alexa co-leads EncoreSTL, where she empowers young people and BIPOC artists through performance arts—using creativity as a tool for healing, leadership, and opportunity. She also mentors students and emerging professionals, sharing her knowledge and opening doors for the next generation.
Grounded by her roots and inspired by the future, Alexa blends strategy with imagination. Whether shaping neighborhood plans or coaching youth on stage, she’s driven by one purpose: helping communities tell their story and build a future where everyone belongs.
Andre Alexander is a dedicated leader passionate about empowering people across generations. Born and raised in St. Louis, he earned a degree in Electrical Engineering with a mathematics minor from the University of Missouri-Columbia—where he was one of the few African American graduates in his class. He holds an MBA from Webster University and a Master of Theological Studies from Covenant Theological Seminary, along with executive certificates in fundraising and business strategy. Andre is currently pursuing his Doctor of Ministry degree at Covenant Theological Seminary, further deepening his commitment to theological education and leadership.
Andre’s career spans roles in engineering at Hallmark Cards, Inc., and Alliant Techsystems, project management in educational construction, and social services work supporting at-risk teens and veterans. In 2012, he founded The Tabernacle, serving as lead pastor, and leads Tabernacle Community Development Corporation, focusing on neighborhood revitalization and affordable housing in St. Louis. His leadership extends to serving on multiple boards and advisory councils, shaping community development and health initiatives. Andre is also a loving husband to Tiffany and father to Ahmad and Kendal, cherishing time spent with his family. He is recognized for his commitment to both professional excellence and personal integrity.
Charlie Hinderliter is the Senior Vice President of Government Affairs at St. Louis REALTORS®, where he leads the association’s public policy and economic development efforts. With over two decades of experience at the intersection of policy, development, and civic engagement, he brings people together to solve complex challenges—whether streamlining local permitting systems, expanding tools to address vacancy, or advancing a state building code.
Charlie is deeply engaged in the St. Louis region’s economic and civic life. He serves on the Executive Committees of both the St. Louis Economic Development Partnership and Citizens for Modern Transit, helping shape regional strategies around business growth, transit access, and neighborhood investment. He also represents St. Louis REALTORS® on a range of boards and advisory groups focused on housing, transportation, and equitable development.
A graduate of the University of Missouri–St. Louis, Charlie was a Ph.D. Candidate (ABD) in Political Science at the University of South Carolina. Before joining St. Louis REALTORS®, he led advocacy outreach for the St. Louis Regional Chamber. He has also taught political science at Maryville University, Western Illinois University, and Jefferson College, and worked on a number of political campaigns.
Deon Williams is a proud father of four and grandfather of eight, whose love for family fuels his commitment to service. Deon lives by the values of integrity, open communication, service and uplifting others.

Dr. Daffney Moore is a visionary leader, relationship builder, author, and advocate whose work has transformed communities across the St. Louis region and beyond. As Principal of Innovative Consulting GRP and an adjunct instructor at Harris-Stowe State University, she brings expertise in city government, economic development, housing, and urban revitalization.
Dr. Moore is the former Senior Director of Economic Development for Beyond Housing, where she led efforts to bring housing development to Pagedale and Wellston. She also served as Chief of Staff, Senior Vice President, and Chief Opportunity Zone Officer for the St. Louis Development Corporation, where she helped secure over $90 million in ARPA and other funding and advanced equity strategies. She positioned St. Louis as a national leader in Opportunity Zone investment.
Her leadership extends to public service as former City Manager of East St. Louis, where she reduced crime by 42%, balanced budgets, and rebuilt infrastructure. As City Administrator of Dellwood, she spearheaded recovery efforts after Ferguson unrest.
A nationally recognized speaker and award-winning planner, she holds a Ph.D. in Public Policy and Administration from Walden University. She is an East St. Louis native and remains committed to opening doors for underrepresented communities and driving equitable growth.
Julia is a lifelong resident of the Historic Ville Neighborhood. She is the mother of two, Laurel (deceased) and Xavier... She has a Masters in Social Work from the George Warren Brown School of Social Work at Washington University. Julia is a graduate of the American Society on Aging’s New Ventures in Leadership Program, Washington University’s Department of Surgery’s Community Research Fellows Program and the Neighborhood Leadership Fellows. She has over 20 years of experience working and advocating for the Aging Network and the underserved in her community.
Julia is the co-founder and co-chair of 4theVille. 4theVille is a community-based tourism and arts organization, created by multigenerational residents and volunteers to restore pride in the legacy of the Ville, a historic African American Neighborhood in the heart of St. Louis and to inspire reinvigorated community pride.
Since graduating from the Neighborhood Leaders Fellowship program, she has appeared on many community forums and panels, including Neighborhood Leadership Fellows, Washington University’s George Warren Brown School of Social work and FOCUS St. Louis’ Forum, (Neighborhoods in Transition.) In addition, she has served on various boards in her community (Proposition Neighborhood Stabilization Community Advisory Committee, Southside Welfare Rights Organization and the St. Louis Senior Fund). She has served as a mentor for the Social Economic Development class at the George Warren Brown School of Social Work and the Sam Fox School of Architecture and Design. Currently she is a board member of the Northside Community Housing Board of Directors and a fellow in ACTION St. Louis.
In 2018, she received the 2018 Humanitarian Award for Advocacy from the Eddie Mae Binion Southside Welfare Rights Educational Organization. In 2024, she was presented a Resolution from the Missouri House of Representatives from State Representative Kimberly Ann Collins extending their appreciation for her efforts to support affordable housing and revitalizing neighborhoods in the St. Louis Region, specifically in North St. Louis.
LaTonya R. Jackson is a community development leader, licensed Community Health Worker (CHW), and changemaker dedicated to building pathways for economic empowerment and wellness. She currently serves as Assistant Vice President of Business Services at St. Louis Community Credit Union, where she manages a diverse portfolio of commercial loans serving churches, nonprofits, small businesses, and community institutions. With over 10 years of banking experience and more than 20 years in nonprofit and community development, LaTonya is recognized for her ability to connect financial opportunity with community needs, driving growth and stability where it matters most.
Her leadership extends beyond her professional role. She serves on the boards of St. Louis Voices Academy, Better Family Life, and Doorways, contributing her knowledge of governance, resource development, and community engagement. LaTonya is an alumna of the Neighborhood Leadership Fellows program and is currently enrolled in the Excellence in Governance cohort with NeighborWorks America, further strengthening her civic leadership and governance expertise.
As a licensed CHW, she is especially focused on addressing the intersection of health, wellness, and economic stability, bringing a holistic perspective to her service and advocacy. LaTonya holds an MBA from Fontbonne University and continues to champion initiatives that bridge finance, health, and community transformation.
Lisa is the Director of Prevention Partnerships for St. Louis MHB. She manages a portfolio of 16 projects and leads “Funder Friday” sessions for community organizations to foster trust-based philanthropy. Trained as a Mental Health First Instructor, Lisa now also leads Wellness In Neighborhoods – a new initiative of MHB that strives to remove stigma from those seeking mental health services by taking mental health information into community settings.
Lisa also leads two initiatives to reduce violence - Handle with Care – a notification system to allow law enforcement to alert schools when children exposed to violence and the Gun Violence Response Network – a collaboration of agencies that work to connect people impacted by gun violence.
A graduate of the NLA and NLA, Lisa is most involved in the West End neighborhood, where she has resided for 22 years. Lisa is one of the leaders recognized for the newly adopted resident led community plan by the city and she is Vice President of Delmar Main Street – a revitalization effort designed to restore equity along the Delmar commercial corridor and eliminate the infamous stigma of the Delmar divide by being a catalyst for equitable economic development.
Marcel Scaife is a community strategist, combat veteran, and dedicated advocate for equity and leadership development in the St. Louis region, particularly in North County. As a senior strategist at Missouri Foundation for Health, he works to advance equitable grantmaking, food justice, and behavioral health initiatives that strengthen communities. Marcel serves on the boards of The Village, the St. Louis Area Diaper Bank, and the Epsilon Lambda Charitable Foundation, helping to expand access and opportunity for families across the region.
Always eager to collaborate with leaders from across St. Louis, Marcel is committed to building a region where everyone can thrive. Guided by his favorite quote from the Rev. Dr. Martin Luther King Jr., “Life’s most persistent and urgent question is, what are you doing for others?” He strives to live by that principle daily.
Outside of his professional work, Marcel is an avid reader of W.E.B. Du Bois, a vinyl collector, and a devoted lover of jazz.
Noah Pellettieri is a Manager of Strategy at Greater St. Louis, Inc., an economic development nonprofit that convenes business, governmental, and civic leaders to drive inclusive economic growth across the St. Louis metro. He also spent two months after the May 16th tornado embedded with the Office of the Mayor at the City of St. Louis Emergency Operations Center, and is deeply committed to equitable, community-driven recovery in tornado-impacted areas.
Noah is an alumnus of the Coro Fellows Program in Public Affairs, a graduate-level experiential leadership program focusing on the interaction of civic sectors in the St. Louis region. He is a graduate of Macalester College, with Bachelor’s degrees in Political Science and History.
