- Deputy Assistant Commerce Secretary Visits UMSL's IT Enterprises

Ro Khanna, deputy assistant secretary for the U.S. and Foreign Commercial Service at the Department of Commerce, visited IT Enterprises at the University of Missouri–St. Louis on Friday, May 27. He toured the biotechnology and information technology incubator after meeting with Chancellor Tom George and others.
“The (Obama) administration is really looking to focus on regional incubators,” Khanna told a group of UMSL administrators, IT Enterprises tenants and regional Department of Commerce representatives. “Innovation clusters are essential to economic growth. This is a very impressive model of a university, government and private sector coming together.”
Khanna had lunch at ITe and listened to a brief presentation by Nasser Arshadi, vice provost of research administration at UMSL, about the incubator, its 10 tenants and its future plans. Representatives from the Medicinal Chemistry Group, Akermin, Inc. and MOgene explained their companies and why they came to the incubator.
“To get a good lab space in this region is really hard,” said Barry Blackwell, president and chief executive officer of Akermin. He went on to say the quality, reasonably priced space at ITe is great for start-up businesses.
IT Enterprises supports innovation in high-growth fields including information technology and life sciences, providing the physical, mentoring, business development and computational resources required for startup companies to grow. Featuring both wet and dry lab facilities and a high-performance computing center staffed by onsite PhD scientists, IT Enterprises provides the expertise to help startups, in a wide variety of technical fields, solve fundamental research and development, and business development issues, including those that require sophisticated computational resources.

- NSF -- Graduate Research Fellowship Program Administrative Guide for Fellows and Coordinating Officials
For the 2011-2012 academic year, Fellows may make changes to their declared tenure status by submitting a "tenure change request" via the GRFP Fastlane Module. NSF will follow the guidance of the Coordinating Official (CO) and process the request; COs do not need prior approval from NSF to send the request forward.
We want to emphasize that NSF expects each institution to determine the reasonable amount and level of engagement in teaching or similar activities for Fellows while on tenure. In determining the appropriate level, COs should take into consideration the best interests of the Fellows for maintaining progress towards their degrees and achievement of their educational objectives. We look forward to working with you to ensure the GRFP is as effective as possible in helping to ensure the vitality of the U. S. scientific and engineering workforce.
As stated in the previous email, the policy that will be in effect during the 2011-2012 Fellowship Year is an updated version of the one described in the 2009 Guide (NSF 09-62), which is as follows:
Each Fellow is expected to devote full time to advanced scientific study or work during tenure. However, because it is generally accepted that teaching or similar activity constitutes a valuable part of the education and training of many graduate students, a Fellow may undertake a reasonable amount of such activities, without NSF approval. It is expected that furtherance of the Fellow's educational objectives and the gain of substantive teaching or other experience, not service to the institution as such, will govern these activities. Compensation for such activities is permitted based on the affiliated institution’s policies and the general employment policies outlined in this document.
You can refer to the 2011 Guide (NSF 11-031) for further information about teaching, research, and other work activities during tenure years.
