The Roy W. Bergmann Papers were donated by his son William Bergmann on July 16, 2002.

Born on November 20, 1916, Roy Bergmann was the son of Roy H. Bergmann and Wilhelmna Catherine Bergmann. He attended Baden Grammar School, Beaumont High School, Washington University, and Michigan University. After being admitted to the bar in 1939, Bergmann joined his father’s private law practice. Significant law accomplishments of Bergmann include acting as attorney in United States vs. Black Jack, Park View Heights vs. Black Jack, and 178 Plaintiffs vs. St. Louis. He also incorporated Black Jack, Dellwood, and Cool Valley. Bergmann was politically active, running as a Republican candidate for Councilman 2nd District for St. Louis County and for Congress in the 2nd District of Missouri.

During World War II, Bergmann served as a Trial Counsel on Courts Martial and as legal adviser to the Post Commander for the Judge Advocate General’s Corps. In 1943, he married Hilda May Singleton. Together they had three children: Hallye, Emilie, and William.

Bergmann was a member of the St. Louis Bar Association, the Discussion Club and Public Question Club, the Rotary Club of Clayton, the Normandy Presbyterian Church, the St. Louis County Justice Services Commission, Paragon Investors, Normandy Bank, Candlelighters of Normandy, and the St. Louis County Charter Study Commission. He was also a founding member of the University of Missouri – St. Louis. He died in 2002.

SCOPE AND CONTENT
The Roy W. Bergmann Papers include Bergmann’s writings, correspondence, newspaper clippings, law cases, audiotapes, photographs, Together they chronicle Roy Bergmann’s career from 1932-1996.

This collection is divided into ten series: (1) Roy Bergmann Writings, (2) Correspondence, (3) Newspaper Clippings, (4) Personal Ephemera, (5) Lambert St. Louis International Airport Expansion, (6) Black Jack, Missouri, (7) Law Cases, (8) Subject Files, (9) Audiotapes, and (10) Photographs.

SERIES DESCRIPTION
SERIES 1 – ROY BERGMANN WRITINGS, FOLDERS 1-442

This series includes essays and poems written by Bergmann from 1933-1994. Arranged alphabetically.

SERIES 2 – CORRESPONDENCE, FOLDERS 443-449
This series includes Bergmann’s general correspondence from 1940-1995. Also, included are general notes kept by Bergmann from 1979-1986. Arranged chronologically.

SERIES 3 – NEWSPAPER CLIPPINGS, FOLDERS 450-457
This series includes copies and clippings of newspaper articles from 1949-1995. Also, included are copies of poems and stories from 1941-1991. Arranged chronologically.

SERIES 4 – PERSONAL EPHEMERA, FOLDERS 458-472
This series includes Bergmann’s personal ephemera such as pamphlets and signs from running for Councilman 2nd District St. Louis County and for Congress in the 2nd District of Missouri, Washington University commencement programs, business license, last will and testament, business cards, resumes, and 1975 Beaumont High School Class reunion material. Arranged chronologically.

SERIES 5 - LAMBERT ST. LOUIS INTERNATIONAL AIRPORT EXPANSION, FOLDERS 473-564
This series includes material concerning the renovation and expansion of the Lambert St. Louis International Airport in the 1970s. Bergmann acted as attorney for 178 nearby residents that suffered increased airplane noise as a result of the airport expansion grouped under the heading Couchman vs. City of St. Louis. Included are depositions of plaintiffs, correspondence, attorney-client agreements, motions, orders, notices, newspaper clippings, noise surveys, and offers of settlement. Arranged alphabetically.

SERIES 6 – BLACK JACK, MISSOURI, FOLDERS 565-691
This series includes material relating to Bergmann’s work as attorney for Black Jack during its incorporation in the 1970s. Included are correspondence, newspaper clippings, notes, Black Jack Planning and Zoning Commission Meeting Minutes, and Black Jack City Council Meeting Minutes. Regarding specific law cases, included in this series are copies of petitions and briefs for Barbara Bates v. Black Jack; copies of escrow agreements motions, notes, petitions, and settlement agreements for Black Jack v. Trailwoods Development Corporation; and copies of briefs and memorandums for Black Jack v. United States. Included from the case United States v. Black Jack are copies of briefs, joint appendix, judgments, memorandums, motions, orders, notices, replies, and transcripts of the trial. Finally, in the case Park View Heights v. Black Jack are copies of affidavits, briefs, correspondence, joint appendix, memorandum, motions, notes, orders, and petitions. Arranged alphabetically.

SERIES 7 – LAW CASES, FOLDERS 692-741
This series includes material relating to Bergmann’s work as attorney on various other cases including United States vs. State of Missouri, Berkeley School District, Kinloch School District, and Ferguson Reorganized School District; Stephen T. Burns v. City of Des Peres; Albert Schroeder v. Bell Asbestos Mines; James Sebanc vs. Normandy School District Board of Education; and Union Electric vs. Kent Wieser. Also included are copies of correspondence, petitions, replies, briefs, memorandum, motions, orders, and summons from the case United States v. City of Parma, Ohio. This case involves similar circumstances as the Black Jack cases in Series 6. Arranged alphabetically.

SERIES 8 – SUBJECT FILES, FOLDERS 742-769
This series includes material from associations that Bergmann participated in such as the Candlelighters of Normandy, the Clayton Rotary Club, the Discussion Club, and the Paragon Investors. Also, included are reports concerning the attempt to reorganize the government of St. Louis and St. Louis County in the late 1980s. Arranged alphabetically.

SERIES 9 – AUDIOTAPES, FOLDERS 770-773
This series includes three reel tapes of aircraft noise from St. Louis International Airport measured from Charles Couchman’s home at 4843 Margaret in Berkeley, Missouri on August 22 and 23, 1982. Also, included is a tape of a statement made by Charles Couchman outlining aircraft noise readings from St. Louis International Airport measured from his home at 4843 Margaret in Berkeley, Missouri on August 22, 1982 (?). Arranged chronologically.
