After returning from a charter meeting of the Federal Council of Churches in 1909, Bishop Daniel Sylvester Tuttle and George Warren Brown developed the idea of forming a similar Council of Churches locally in St. Louis. They brought together key community leaders and began raising subscription funds from individuals and churches. Brown stipulated in a generous gift for a Church Center that space be set aside in the new Downtown YMCA for the offices of the newly formed Metropolitan Church Federation. Mr. Armstrong served as MCF's first Executive Director, succeeded by Dr. Clark Walker Cummings and O. Walter Wagner.
The Federation grew to over 25 cooperating denominations and over 500 affiliated churches, with 66 ministers and lay people serving actively on boards and committees. The agency included seven departments with major community emphases: Administration; Christian Education; Spiritual Ministries; Christian Community Action; Religion and Health; Research and Planning; and Communication Services. The staff consisted of 28 paid workers, including secretaries in the Federation office and chaplains in related agencies and institutions.
The Metropolitan Church Federation served as the agency through which churches can work to make possible community benefits that could not be effected by one church or one denomination alone.
The Federation saw itself as the vanguard of Christian thinking and action. In matters of social reform, it advocated more progressive action than it felt was commonly possible with individual local churches.
SCOPE AND CONTENT
