In April 1971, Carol and Marlin Perkins learned of Tyson Research Center, an ecological reserve in west St. Louis County owned by Washington University, of which ten acres subsequently was offered to the Perkins'. As a result, a much larger mission began to take shape. Meeting for the first time at the Perkins' home to discuss a possible wolf sanctuary were Carol Perkins, Richard Grossenheider (wolf scientist), Dr. Owen Sexton (Professor of Biology at Washington University), Dr. Richard Coles (Director of Tyson Research Center), Cynthia Pitsinger, Emma Ware, and Dr. John Wanamaker (ELSA Wild Animal Appeal) via telephone.
Plans were made and that same year, the Perkins', with the financial assistance of the ELSA Wild Animal Appeal, assembled in St. Louis an important group of wolf experts to establish an organization whose purpose was to be threefold: (1) to provide facilities for wolf behavioral studies; (2) to educate the public about the benefits of wolf conservation and assemble a data bank of information about wild canids; (3) to maintain various subspecies gene pools for breeding and future reintroduction into the wild. However, survival was to be the over-arching priority, and this was to be reflected in the organization's name. Thus, the Wild Canid Survival and Research Center, popularly known as the Wolf Sanctuary, was founded.
Incorporated in 1972 as a tax-free charity, the Wolf Sanctuary has always been completely self-supporting, relying exclusively on private donations, fundraising events, membership dues, and many dedicated volunteers. So important were volunteers to the daily operations of WCSRC, that Carol Perkins created in 1982 the Friends of the Wolf Sanctuary, the volunteer group whose first major contribution was the creation of the gift shop and mail-order catalogue. Other volunteers focused on education. A docent training program was begun, exhibits were set up at local fairs and events, fundraisers like Walk for Wildlife were planned, a library was established. The "Wolf Howl" program, begun around 1980, became its most consistently popular educational event. These activities increased public awareness of the plight and reality of wolves and other wild canids and WCSRC's presence in the community.
After receiving two wolf packs--one Mexican from John and Sandra Harris, the other from Iran--in 1973, the WCSRC sought to establish itself as a national leader in wolf and wildlife conservation. Thus the first symposium on endangered and threatened species in North America was planned and held the following year in Washington, D.C., with Mutual of Omaha footing the bill. The symposium did, indeed, signal the beginning of the much larger role the Sanctuary would play on a national and international level in the years to come, especially in the form of legislative activism and legal action. In addition, the symposium was supposed to create a united front of conservation and wildlife organizations under the umbrella designation of Wildlife Habitat Coordinating Committee (WHCC) equal to the combined political strength of the National Rifle Association, gun manufacturers, and hunting advocates. However, the good intentions bogged down in red tape, and the WHCC never became the formidable alliance that was intended. Such disappointment carried over into the 1977 symposium, and it was decided never to attempt such a grandios event again.
However, the various organizations managed to combine their strength on specific issues. In 1976, the Wolf Sanctuary joined Defenders of Wildlife, the Sierra Club, and other groups in two lawsuits to protect Alaskan wolves from a state-planned extermination program. In 1979, they again joined forces, this time against Minnesota's wolf-kill program and (in 1983) the U.S. Department of the Interior which intended to allow it. These attempts at legal action were only moderately successful.
The Wolf Sanctuary experienced real success in 1979 when it became involved in two national reintroduction programs: the Red Wolf Recovery Project and the Mexican Wolf Recovery Project. In 1980, WCSRC received its first breeding pair of red wolves, a subspecies extinct in the wild. Two years later, four puppies were born. In 1988, two of the these wolves were successfully reintroduced into the wild at Alligator River National Wildlife Refuge in North Carolina. The Mexican Wolf Recovery Team had less success. While the breeding of puppies went well (four were born in 1980), no reintroduction site has met with local or government approval as of 1991.
Although Marlin Perkins died in 1986, his name and international reputation have remained closely associated with the organization; Carol Perkins continues on with the work of the Wolf Sanctuary, their realized dream.
SCOPE AND CONTENT
A combined collection of several separate donations, the Wild Canid Survival and Research Center (WCSRC) Records contain correspondence, meeting minutes, reports, financial records, veterinary reports, conference proceedings, legal documents, biological studies, government studies, legislation, publications, newsletters, newsclippings, brochures, photographs, audio tapes, films, and artifacts. Together they chronicle the establishment, growth, and administration of the Wolf Sanctuary, as it is popularly known, with the years 1971-1991 being especially represented. The records also document WCSRC's educational mission to diminish public fear and hatred of wolves, as well as its role as caretaker and breeder of its own wolf population. Specific wolves, those belonging to WCSRC and those wolf ambassadors (Sophie, Jethro, and Clem) closely associated with WCSRC's public image and educational mission, are well documented.
Additionally, the records reveal a much larger picture. The collection tells the history of the Wolf Sanctuary's developing national and international role in wolf and wildlife conservation, specifically their role in the successful reintroduction of the red wolf in the eastern United States (a species extinct in the wild) and their successful breeding of the endangered Mexican gray wolf. Also documented are the organization's legal battles, particularly the class action lawsuits against both state governments of Minnesota and Alaska and the respective wolf control programs, as well as one against the U.S. Department of the Interior for their failure to protect the wolf (an endangered species) against such policies.
Materials collected by the Wolf Sanctuary on a variety of wildlife subjects, including a large amount regarding specific types of wild canids from around the world, provide a global view of wolf, wildlife, and conservation issues of the 1970s and 1980s.
The records are divided into five series. The first two series are further divided into twenty-three subseries; the last three series contain visual and audio documentation. Both the administrative and activist roles of the Wolf Sanctuary described above are reflected in the series and subseries divisions.
