The papers of Congressman Young were donated to the collection in three segments, the first two by Gary Elmstead on November 13, 1986 and May 6, 1988. The third by the Congressman himself on October 18, 1988.

Robert A. Young was born on November 27, 1923, served in the army during World War II, and was a member of the pipefitters union before he entered politics. His first political position was as a Democratic committeeman for the Airport township in 1952. In 1956 he was elected to the Missouri House of Representatives, where he served until 1962 at which time he was elected to the Missouri Senate. In 1977 he was elected to the U.S. house were he served until 1986. While with the House, Congressman Young served on the Public Works and Transportation Committee and the Committee on Science and Technology.

SCOPE AND CONTENT
The collection consists of the general files of Congressman Young during his tenure as U.S. Representative. Their is little of a personal nature in the records, but mainly information collected to help the Congressman reach a decision on pending legislation. The records include correspondence, studies, reports, brochures, newsletters, press releases, newsclippings, and photographs.

SERIES DESCRIPTION
Series 1, Aging
This series contains information regarding transportation and energy as they effect the elderly.

Series 2, Agriculture
The agriculture series deals with Farm Aid for 1985

Series 3, Civic Organizations
Information and Correspondence regarding St. Louis area civic organizations such as the RCGA, East West Gateway Coordinating Council and Confluence St. Louis among others.

Series 4, Civil and Human Rights
This series deals with the rights of women and minorities in this country as well as human rights issues around the world.

Series 5, Commerce and Industry
The information in this series is generally related to the St. Louis area and includes correspondence, reports and other information on the domed stadium and Union Station as well as other commercial concerns.

Series 6, Committee on Public Buildings and Grounds
This series takes on a more national scope with a great deal of information on the asbestos problem, as well as the building needs of Federal departments and agencies.

Series 7, Communications
Most of the information in this series refers to the cable television industry.

Series 8, Congress
This series contains much of the networking of Congressman Young with other members of congress. Most involving cosponsoring of legislation. The series also includes his personal voting record.

Series 9, Defense
This series includes information on the MX missile, NASA and the Challenger Space Shuttle disaster, as well as the St. Louis ammunition plant and other defense related material.

Series 10, Economics
The Budget, Gramm-Rudman and revenue sharing are the major subjects of this series.

Series 11, Education
This series is centered on St. Louis educational institutions including the acquisition of the Merillac campus for UM-St. Louis.

Series 12, Energy
Information on all energy sources including some unusual research on ocean energy, photovoltaic energy and wind power.

Series 13, Environment
The issues in this series include acid rain, pollution, recycling, flooding and the Meremac river.

Series 14, Federal Government
This series includes information from various government departments and agencies.

Series 15, Foreign Affairs
Information on Afghanistan, Central America, Israel, Lebanon, Soviet Union and South Africa.

Series 16, Health
This series contains information on AIDS, abortion, City-County hospital merger, drug abuse and other health related topics.

Series 17, Historic Preservation
The Old Post Office, The USS Inaugural and other St. Louis sites which involve historic preservation.

Series 18, Housing
Information on housing in St. Louis area. Information on HUD, FHA and the Home Builders Association.

Series 19, Labor and Employment
Correspondence with many individuals and organizations on the topics of employment and labor. Information on Right-to-Work, labor unions and the Civil Service.

Series 20, Law Enforcement
Attorney Generals Commission on Pornography, drug control and public safety are among the topics in this series.

Series 21, Missouri Government
Information on the lottery, community development and other state-wide issues.

Series 22, Municipalities
Information on many of the municipalities in the St. Louis area arranged alphabetically.

Series 23, Politics
This series deals with the Democratic party and its members.

Series 24, Religion
Small series which includes a directory to churches and synagogues in the St. Louis area.

Series 25, Social Services
This series contains information on social security, legal aid, children and disaster assistance.

Series 26, Transportation
The largest series in the collection it covers all forms of transportation with emphasis on Lock and Dam 26, Light Rail and Lambert Airport.

Series 27, Veterans Affairs
Information on Agent Orange, employment, health care and the MIA\POW issue.

Series 28, Maps
Maps of the St. Louis area mainly of industrial\commercial areas, airports and highways.

Series 29, Photographs and Tapes
Publicity photographs and photographs of storm of flood damage. Includes some excellent photos of the Meremac in flood stage. The collection contains one cassette tape of a radio broadcast on rivers.
