The St. Louis City-County Board of Freeholders Records were donated by Wayne L. Millsap, the chairman of the committee, on November 11, 1988. Additional records were received December 5, December 29, 1989 and March 7 and April 12, 1989. This addenda was donated by Don Phares on August 31, 1990.

The St. Louis City-County Board of Freeholders was created by the Missouri Constitution of 1875 as a thirteen member panel with the Mandate to propose solutions to boundary issues. The board's first offering to the voters was the separation of the city and county which the electorate approved.

The 1987 version of the Freeholders was made up of nineteen members who were asked to reorganize the county municipalities as well as consider the reunification of the city and county. The board began meeting in September 1987 and produced a final proposal a year later. The final proposal never reached the voters as a class action suit brought by non property holders did away with the board and all it's labors.

SCOPE AND CONTENT
This addenda consists entirely of newspaper clippings concerning the Board's activities and the public reaction to these from September of 1988 to June of 1989.
