HISTORY OF THE CONFERENCE ON EDUCATION

The origins of the St. Louis-St. Louis County White House Conference on Education can be traced back to 1955 when the governor of Missouri appointed thirty-three delegates to President Eisenhower's White House Conference on Education. The delegates believed that confronting problems in this way was effective and hoped to imitate the national conference within the state. With this intention twelve of the Missouri delegates from the St. Louis area organized a conference in 1956, the only local level action which has continued from the original conference in Washington, DC.

The 1956 Conference, as well as subsequent ones, used a procedure adapted from that of the national conference:

1) All school districts in the city and county of St. Louis, the private and parochial schools, and some forty organizations interested in education were invited to send delegates. A ratio of two laymen to every professional educator was maintained; one fifth of the delegation represented private and parochial schools. Others were free to attend as observers.

2) The conference planning committee announced the topics of discussion in advance and distributed pertinent information as homework for the delegates to study several weeks before the conference.

3) On the day of the conference, round tables of ten to twelve delegates worked from an agenda of problems and suggested solutions, using their homework and personal experience as resource material.

4) Following these small group discussions, the total delegation assembled to consider and vote on the recommendations.

5) When the conference had adjourned, the conference committee published a report on the topics, procedure, and final recommendations. This report was sent to the news media, to libraries, and to the conference delegates; it was presented to key leaders in the community and made available to the public.

After the 1956 conference, a formal organization was incorporated under the name of the St. Louis-St. Louis County White House Conference on Education with non- profit, tax-exempt status.

Probably the best known of the WHC activities is its biennial conference where delegates examine local educational problems in light of current studies (homework) and of other knowledge brought by participants.

The St. Louis-St. Louis County White House Conference on Education has established effective communication among lay citizens, educators, and legislators; and its recommendations have served as guides to developing policy, public understanding, and legislative support.

In addition to the biennial conferences the WHC has sponsored a variety of projects to sharpen public awareness of school needs, and the WHC annual meetings have presented outstanding experts to speak on vital issues in education.

SCOPE AND CONTENT

The Conference on Education Records documents the activities of the St. Louis Chapter of the Conference on Education from 1955 to 1987. All of the issues which concerned the St. Louis COE are represented in this collection. Meeting minutes, information on the Board of Directors, information on the 1976 Governor's Conference on Education, the efforts of CLASP, and papers concerning the issue of desegregation can all be found here.

The records have been kept in the order which the COE arranged them in where possible. The series themselves are arranged chronologically.

The records seem relatively complete. If the researcher is concerned with COE's activities and the issues they addressed, this collection is very informative. Information on the concerns of teachers and education professionals can also be found in this collection. The information covers all levels--local, state, and national.

SERIES DESCRIPTIONS

Series 1, Effective School Leadership Project: This series contains any information concerning this long-running project. It includes schedules, questionnaires, meeting minutes, project notes, correspondence, and sample training packets. Dates begin in 1980 and end in 1984. Folders 1 through 35.

Series 2, General Files: These files are both the active and inactive files used by the COE for reference. Files include information on annual meetings, annual conferences, correspondence, committee work, task forces, special projects, and information on the 1976 Governor's Conference on Education. Dates range from 1955 to 1988. Folders 36 through 304.

Series 3, Permanent Records: This series was already created by the COE and these records were kept separate. It includes information on committee activities, information on the Board of Directors, special projects, and desegregation. Dates are from 1960 to 1985. Folders 305-376.

Series 4, Reports: This series consists of all published reports--especially on conferences. Reports begin in 1954 and end in 1982. Folders 377 through 415.

Series 5, Slides/Photographs: This series is divided into two subseries: 494.1 - 494.55 are photographs; 494.56 - 494.738 are slideshows. Dates from 1964 to 1985. Folders 416-441.

Series 6, Recordings: This series is also divided into subseries audio and visual recordings. Audio recordings include cassettes and reel-to-reels, from 1966 to 1985 (folders 442-476). Video recordings include video cassettes and films from 1973 to 1976 (folders 477-487). There is also one long playing album which is in a separate package.
