Barbara Newmark donated the records of the National Council of Jewish Women, St. Louis Section to the Western Historical Manuscript Collection at the University of Missouri-St. Louis on January 16, 1986.
In 1883, Hannah Greenebaum Solomon (1858-1942) of Chicago founded the National Council of Jewish Women. Over two hundred and fifty sections of the Council formed to promote unity among Jewish women through education and community service.
At the suggestion of Rabbi Samuel Sale, the NCJW's first St. Louis Section organized in 1895 with thirty-four charter members. During its three year existence, the St. Louis Section raised funds for the Jewish Hospital of St. Louis and helped place women on the local school board. By 1898, only eight members attended the annual meeting, and the St. Louis organization disbanded.
In 1917, Hannah G. Solomon came to St. Louis to re-establish the NCJW's local section. Mrs. Major Lowenstein became the St. Louis Section's president. With over three-hundred and twenty-five members, the Council formed four committees analogous to the National Council; Religion, Philanthropy, Education, and Service; and two additional local committees, Membership and Juniors. The St. Louis Section also established sections in the Missouri towns of Joplin and Hannibal.
From 1917-1920, the St. Louis Section formed groups and clubs within the Jewish Community to study Judaism and promote solidarity. The study groups and the Council newsletter, the Bulletin, also kept members up to date on local, state, and national legislation concerning housing discrimination, women's suffrage, and other social action issues.
In the community-at-large, the Council's members volunteered to work with delinquent and immigrant girls and women, the blind, and the deaf. The Council also pioneered a milk program in the St. Louis public schools. They set up milk stations to provide free milk for needy children in the public schools between 1917-1920. By the mid 1930s, the St. Louis Public School System assumed responsibility for the program.
In 1920, the St. Louis Council created a scholarship committee to provide loans and scholarships for needy Jewish students. The program incorporated in 1929 as an autonomous organization called the St. Louis Jewish Scholarship Foundation. When the Foundation made financial aid available to all needy students in St. Louis City and County in 1961, it changed its name to the Scholarship Foundation of St. Louis. (See Collection #83)
In 1926, the St. Louis Council inaugurated English and Americanization classes for the foreign born. Council's immigration committee conducted daytime classes with the cooperation of the Red Cross and the Jewish Community Council.
In September 1934, the Council opened a community center for children and adults called Council House. A staff of professionals, assisted by volunteers, ran a program of clubs, nursery schools, day camps, physical education programs and classes. In 1947, Council House became a Community Chest agency, but the St. Louis Council continued to supply the recreation centers with workers and financial support.
During the early 1940s, some of the Council's work shifted to World War II relief efforts. The Council supported war bond drives, rolled bandages and participated in the Ship-A-Box Overseas program, shipping boxes of clothing, magazines, and toys to pre-school children abroad. It continued the Ship-A-Box program after the war ended.
In 1945, the St. Louis Council pioneered the area's first Golden Age Club. Located at Council House, the Golden Age Club gave senior citizens a meeting place and recreational facility.
To provide recreation for children ages 6-10, St. Louis NCJW established the Council House Summer Day Camp in 1947. In 1955, the Council joined with the Jewish Community Centers Association in sponsoring an enlarged summer day camp program called Camp Council. The JCCA assumed full responsibility for Camp Council in 1964.
The Council continued to expand its senior citizens program in the late 1950s and 1960s. The Council Lounge for senior citizens opened in 1958. In 1964, the ouncil received a federal loan to build a 144-unit housing facility for the elderly. Known as Delcrest Apartments, the building opened in 1967.
New programs for the 1960s and 1970s included volunteer teachers in the public schools' remedial reading program, establishing nurseries, tutoring children on juvenile court jurisdiction, and providing weekly recreational therapy for mental health patients at the St. Louis State Hospital. The NCJW, St. Louis Section also organized a Trouping Theatre in 1961 with volunteers performing for underprivileged and disabled children. The St. Louis Section also provided financial aid and volunteer staff at the Good Shepherd School for disabled children.
Funds to support the Council's programs came from the profits of two council shops, membership dues, Council Tribute Fund, legacies, and direct fundraising. The first Council Shop, a resale store of donated clothes, furniture, and toys, opened in 1941, and the second shop opened in 1954. Contributions to the Council Tribute Funds came from members who donated money as memorial gifts. After the public school system took over the school milk program, the Council used the program's funds for Council House and other activities. Direct fundraising efforts included treasure auctions, a yearly couturier sale, shows, and benefits.
SCOPE AND CONTENT
The National Council of Jewish Women, St. Louis Section Records, document the group's growth and activities from 1895-1984. The collection is divided into nine series: 1) Administrative, 1939-1977; 2) Meeting Minutes, 1917-1970; 3) Yearbooks, 1923-1975; 4) Bulletins, 1920-1975; 5) Council Scripts, 1940-1962; 6) Activities, 1939-1977; 7) Scrapbooks, 1895-1984; 8) Photographs, Slides and Artifacts, 1917-1983; 9) Tapes, 1966-1975.
The administrative and meeting minutes series document the purpose, planning , and structure of the NCJW, St. Louis Section. The administrative series, comprised of annual committee reports, budgets, and financial statements, summarizes the Council's efforts in community services. The meeting minutes series presents a broader view of the Council's organizations, future planning, and activities such as the milk program, Americanization classes, the Scholarship Fund, Council House Community Center, war relief efforts, the Summer Day Camp Program, Council Lounge for Senior Citizens, the Delcrest Apartments, volunteers in public schools, Trouping Theatre, and the juvenile justice program. The milk fund for needy students in St. Louis public schools and the Golden Age Club, predecessor of the Council Lounge for Senior Citizens, represent pioneering work in these areas by the St. Louis Section. Fundraising efforts also comprise a substantial amount of the two series. These efforts include council shops, the major source of revenue, couturier sales, treasure auctions, and tributes.
Applications, correspondence, pamphlets, flyers, reports, kits and skits concerning the Council's activities, can be found in the activities series (series 4). This series also includes NCJW convention material from 1967-1975.
The scrapbook series contains newsclippings, pamphlets, copies of the Bulletin, correspondence, and photos. Volumes 1-19 reflect the Council's activity in community service but do not contain material from all years, only those in the volume listing. Volume 20 provides a history of the St. Louis Section from 1917- 1965 and includes the first efforts at organizing the group (1895-1898).
The photograph, slides, and artifacts series document the Council's activities including community services, convention, Council Choir, Council House Summer Day Camp Program, council shows, Council Lounge for Senior Citizens, Council Shop, couturier sales, and the Delcrest Apartment complex. The photographs also contain pictures of Council officers, and individual members. The slide show presents a history of the NCJW and the St. Louis Section of NCJW. Artifacts include badges and name tags.
The tape series contain Trouping Theatre skits and a KMOX radio interview on the couturier sale in 1969.
The yearbook series (series III) contains membership lists from 1923-1975, and the Council Script series (series V) includes skits and speeches used at annual meetings in conjunction with the installation of officers.
All non-archival material and duplicates were returned to the donor.
