Austin Leland's widow Mrs. Dorothy Leland Follansbee, donated his papers to the Western Historical Manuscript Collection-St. Louis in March 1985.

Leland received an A.B. in Latin from Princeton University in 1928. He worked for a brokerage firm in St. Louis until 1931 when he became Secretary-Treasurer of Station List Publishing Company. In 1939 the company appointed Leland president, a position he retained until his death in 1975.

An ardent preservationist active in civic affairs, Leland became a member and director of Landmarks Association. In 1960 Landmarks endorsed the preservation of the St. Louis Post Office. Built in 1884, the building served as the United States court house, custom house, and post office. Court sessions ended in the courtrooms in November 1935. One by one, the other federal offices moved to different locations in the city, and the Post Office building was not properly maintained. After 1961 only a branch post office remained at the site.

The future of the structure became more uncertain when the National Park Service investigated and reported to the General Services Administration in 1961 that preservation of the Old Post Office as a historical monument was not feasible. However, it considered the building worthy for placement on the government's surplus property list. Leland, a member of the National Trust for Historic Preservation, was aware of the architectural significance of the building and interested in preserving it. In 1963 Leland, now a trustee for the National Trust, agreed to chair and organize a committee to save the Old Post Office. Originally called the Committee to Save the Old Post Office, the name was changed to the Old Post Office Landmark Committee in 1971.

The Old Post Office Committee and Leland began enlisting local and national support. Petition drives, publicity, and a rally on April 2, 1965 helped win the endorsement of 52 St. Louis organizations and a resolution of support from the Board of Aldermen. In 1964 the General Services Administration announced its intention to demolish the Old Post Office and build a new federal office building on the site. As a counter-proposal, Leland's committee joined the St. Louis Chapter of the American Institute of Architects and Landmarks Association to suggest remodeling and retaining the Old Post Office building. The General Services Administration refused the offer.

In 1965 Leland organized a national Old Post Office Committee to broaden the support for saving the structure. Well-known architects, architectural critics, historians, and preservationists nationwide agreed to serve.

Leland also increased efforts to persuade federal officials to save the Old Post Office. He and the committee continued to submit proposals to the General Services Administration for renovating and using the building. Pleas went to members of Congress and the President to support legislation for preserving important landmarks like the St. Louis Old Post Office. President Lyndon Johnson received a telegram with 2201 signatures after the April 1965 rally urging him to support a preservation bill.

In 1966 President Johnson signed into law the Preservation Act creating the National Register of Historic Places. After nomination by Joseph Jaeger, Jr. of the Missouri State Park Board, the Old Post Office became the first property in Missouri entered on the National Register of Historic Places in 1968. This gave the Old Post Office protection from being demolished without the approval of the Advisory Council on Preservation. In 1970, the council advised the Department of Interior that the St. Louis Old Post Office should be preserved, and the following year the Secretary of the Interior declared the structure a National Historic Monument.

In 1971 Leonor K. Sullivan, the U.S. Representative from Missouri's 3rd District, arranged a meeting of preservationists, downtown interests, and government officials to find a means of giving the Old Post Office to the City of St. Louis for revenue- producing use. It resulted in Sullivan's sponsorship of the 1972 "Old Post Office Bill." This law enabled state and local governments to use historic federal properties for commercial purposes as long as the historic character of the building is preserved. Another law was required, however, before restoration plans could be implemented for the Old Post Office. The GSA had decided to retain space in the building, but would permit some commercial use. In 1976 the Public Buildings Cooperative Act paved the way for the Old Post Office to become the GSA's first project combining historic preservation with joint governmental and commercial use.

Leland chaired the Committee to Save the Old Post Office from 1963 until his death in 1975. The committee's work continued after Leland's death under the co-chairmanship of Verner I. Burks and George H. Hall. Leland's widow, Mrs. Dorothy Leland Follansbee, was made honorary chairperson.

In 1977 Congress approved the GSA's Feasibility Study and Plan for the renovation of the Old Post Office. GSA awarded a contract for the work in 1978.

The Leland Committee won the Louise du Pont Crowninshield award for superlative preservation in 1979. Leland had previously been honored for his work as a preservationist. In 1974 the St. Louis Chapter of the American Institute of Architects made him an honorary member. The same year he shared with Landmarks Association the distinguished service award for contributions to historic preservation from the Missouri Historical Society.

The C. Rallo Construction Company completed the first phase of the Old Post Office restoration in 1982. On October 3, 1982 the GSA held a rededication ceremony, unveiling a bronze low-relief portrait of Austin Leland designed by scupltor, Richard Duhme. The next day the U.S. Post Office Department issued a commemorative postcard of the building. The completion of the renovation is expected by May 1986.

Leland was active in other civic organizations and projects in the St. Louis area. He served as a trustee for the Jefferson Expansion Memorial Park and as director of Downtown St. Louis, Inc. He also belonged to the preservationist group that worked successfully to save the Wainwright Building from demolition (1973-1974).

SCOPE AND CONTENT

The Austin Leland papers reflect his career as a civic leader and preservationist, but they primarily document the work of the Old Post Office Landmark Committee, originally called the Committee to Save the Old Post Office. The collection also includes material on Leland's involvement with other civic and preservation projects in St. Louis.

The Leland papers are arranged into three series: 1) the Old Post Office Landmark Committee Records, 1959-1983; 2) Other Civic Projects, 1962-1983; 3) Photographs, 1940-1965.

The first series contains the bulk of the collection. It documents the successful campaign to save the Old Post Office. The series contains articles, correspondence, legislation, newsclippings, presentations, reports, press releases, and a TV documentary transcript. Topics in the series include local and national support, the designation of the Old Post Office as a historical landmark, national legislation establishing a precedent for the preservation of historic buildings, and renovation plans for the Old Post Office.

The second series contains information on other St. Louis civic and preservation projects, most notably the efforts to save the Wainwright Building.

Twenty-six photographs of the Old Post Office, petition signing, and the April 2, 1965 rally comprise the third series.

The collection does not include Leland's personal papers. Duplicates and some undated newsclippings were discarded. Some newsclippings and pamphlets were incorporated in other collections.
