The Planned Parenthood Association of St. Louis (PPA/St. Louis) donated its records to the Western Historical Manuscript Collection, University of Missouri- St. Louis on September 18, 1984.
Inspired by Margaret Sanger, founder of the American birth control movement, the Maternal Health Association of Missouri (MHA) held its first Board of Directors meeting on April 10, 1932. The MHA worked to educate the public on the medical, social, economic and ethical importance of birth control. It provided clinical and other services for birth control prescriptions and treatment, and promised to cooperate with Sanger's American Birth Control League. MHA's first clinic opened in August, 1933.
In 1937, Catholic doctors in the St. Louis Gynecological Society opposed MHA's "reference bureau" for "contraceptive advice" and its practice of referring indigent patients to private physicians sympathetic to birth control. MHA agreed to stop the referral of patients. The organization faced another crisis in 1941, when United States Postal authorities in St. Louis halted the mailing of contraceptive prescriptions to MHA clients. After six weeks, the federal government ruled that such mailings were legal.
MHA became PPA/Missouri on January 19, 1943. Both nationally and locally, the birth control movement sought to expand its scope from maternal health care to the strengthening of the family.
During World War II, PPA's patient load dropped dramatically, due to the drafting of thousands of young men. In 1945, it faced another challenge as the Knights of Columbus attempted to have PPA removed from the St. Louis Chamber of Commerce list of recognized charities. PPA counter-attacked with a quiet campaign among Chamber members. After a hearing before the Chamber's Charities Committee, PPA kept its endorsement.
The controversies continued during the rest of the decade. In 1947, the St. Louis Board of Aldermen did not renew PPA's clinic license, which was unusual because the license had been renewed without question each year since the beginning. PPA closed its clinics and began a massive effort to gain public support. Other social agencies and prominent St. Louisans supported PPA, writing letters to the newspapers and talking to the aldermen. After 10 days, PPA's license was renewed.
The St. Louis Social Planning Council admitted PPA as a member agency in 1950. At the time, few other PPA affiliates were so recognized; locally PPA gained greater stature and wider community support. In 1963, PPA backed the formation of a Citizens' Committee to expand family planning services into the public health sector. Physicians, clergy and the Human Development Corporation backed its efforts. Public Health clinics opened in St. Louis in 1966 with the founding of the St. Louis Area Council for Voluntary Family Planning, Inc.
MHA originally limited its services to indigent, married, white mothers. Later it extended its services to all married white women. In the late 130s, MHA began efforts to reach the black community in talks with the Urban League and Afro- American church groups. In 1960 PPA began to serve all unmarried mothers and now serves all women regardless of marital, financial, racial or motherhood status. By the mid-1970s, PPA/St. Louis had a full-time staff of 13 serving about 11,000 clients.
SCOPE AND CONTENT
The Planned Parenthood Association of St. Louis records of 1930-1975 document the group's founding in 1932 as the Maternal Health Association of Missouri, its transformation to Planned Parenthood Association of Missouri in 1943, and growth in the post-war period. The collection is divided into nine series: 1. Administration; 2. National Federations; 3. Birth Control; 4. World Population; 5. Education; 6. Birth Control Review; 7. Population Bulletin; 8. Photographs and Tape Recordings; 9. Scrapbook; and 10. Stationery and Newsclippings.
PPA faced strong opposition, especially from the Roman Catholic Church, the Knights of Columbus, and Catholic officials in St. Louis government. The records contain evidence of their attempts to limit PPA's activities. The Administration series documents PPA's struggles to organize and expand its affiliation with the national Planned Parenthood Federation, its ties to other social agencies, fees and the processing of patients. There are references to racial integration in St. Louis and within Planned Parenthood itself, the state-wide organization of PPA and qualifications for staff members.
PPA/St. Louis kept itself current on national and international developments in birth control. The Birth Control series contains material on sterilization; birth control devices; child spacing; psychiatry; moral and social aspects of birth control; oppositions; public health; attitudes of physicians; statistics on the number of abortions in the United States; abortion services and unmet needs; health and social impact of legal abortions; abortion methods; judicial and legislative action; and the history of abortion laws. It also preserved reports, pamphlets, booklets and surveys disseminated by Planned Parenthood Federation of America on overpopulation and foreign aid, the U.S. role in controlling Third World population growth, international trends in family planning, economic hazards of population growth, the balancing of population and clippings from popular magazines, such as Fortune, Look, Busines Week, Reader's Digest, U.S. News & World Report, Harpers, Atlantic Monthly and Saturday Evening Post (discarded).

The Photographs and Tape Recordings series includes pictures of PPA/St. Louis billboards; office and clinic exteriors and interiors; guests and staff members including Senator Joseph Tydings (D-Md.), Reverend Joseph Swift, Eve Horner, John Robbins, Adelyn Marshall, Joyce Wasson, Jeanette McGrew, Anne Cox, Sam Landfather, Jane Runyon, Laurence Roos, Robert Sunnen, Sandra Kirkbride and several photos of Margaret Sanger. The tapes are of a January 20, 1969 KMOX radio broadcast of " At Your Service" featuring Mrs. Dorothy Lynes, executive director of PPA/St. Louis and Reverend Joseph Swift, Chaplain of St. Luke's Hospital. Mrs. Lynes outlined the history of PPA/St. Louis and offered its services to the people of St. Louis. An open-line segment included questions from callers. The second tape has an undated radio editorial entitled "The Thing Without a Name." Series also contains a script for a film series, Breaking The Vicious Circle with Planned Parenthood.
