MCA also worked for utility rate reforms. When the Missouri Public Service Commission investigated Union Electric's rate designs in 1978, MCA circulated petitions calling for the hearings to be held in St. Louis. It publicized the hearings through member mailings and filed amicus curiae briefs on behalf of consumers' interests. At the conclusion of the investigation, Union Electric received only one-fourth of the amount it requested in rate increases. MCA represented consumers' interests in a similar investigation of Laclede Gas' rate structure conducted by the Public Service Commission in 1980.

MCA ceased operations in 1981, in debt to the Internal Revenue Service and unable to collect enough money to support itself.

The bulk of the Missouri Citizens' Action records documents the Missouri Public Service Commission's 1978 investigation of Union Electric rate structures in St. Louis but includes material on the investigation of Lacled Gas' rates conducted in 1980 by the Public Service Commission. Includes MCA meeting minutes and notes, public testimony, reports, and exhibits from the PSC preceedings.
