Ralph Rosen (1904-1982), St.Louis dentist and early advocate of the artificial fluoridation of public drinking water, donated his papers to the Western Historical Manuscript Collection-St.Louis in November 1981.
Ralph Rosen attended Washington University, receiving a B.S. in Chemistry in 1927 and a D.D.S. in 1930 from Dental School. Until 1981, he maintained a private dental practice in St.Louis. Rosen was active in professional organizations: editor of the St.Louis Dental Society Bulletin (1946-1953 and 1979-1981); and president of the American Association of Dental Editors (1955-1965) as well as editor of that organization's Transactions.
In the late 1940's, Rosen became interested in the effects of fluorine on teeth, although he originally opposed the addition of sodium fluoride to public drinking water. By 1950, several controlled experiments, most notably those conducted in New York, Michigan and Ontario, indicated that tooth decay could be substantially reduced through fluoridation. Following the release of a five-year study on the Kingston-Newburgh, New York project and the endorsement by the U.S. Public Health Service, Rosen became an enthusiastic advocate of fluoridation. His editorial, "Progress of Decay" in the July 1950 issue of the St.Louis Dental Society Bulletin stimulated both debate and public support for fluoridation among local dentist and predated the American Dental Association's endorsement by three months. The American Medical Association published its support in Hygeia nine months later, in part because Rosen requested a formal statement from Dr. Lull, the executive secretary of the AMA.
Through his Bulletin editorials, favorable articles and letters to the editor of the St.Louis Post-Dispatch and Globe-Democrat, Rosen kept the fluoridation issue before the St.Louis dental profession and the community. He and other dentists, most notably David Brock (President, Missouri State Dental Association), Paul O'Brien (Chair, Council on Dental Health, St.Louis Dental Society), and Paul Guidry, (Chair, Kirkwood Council on Dental Health and Later, chair of the Council on Dental Health), lobbied extensively for fluoridation measures in both the city and the county. Members of the St.Louis Dental Society and Medical Society (especially Willard Bartlett, chair of the Medical Society's Committee on Water Fluoridation) presented public conferences, distributed literature, appeared on radio programs, and travelled extensively through the area to convince civic groups, chambers of commerce, labor organizations, businesses, politicians, industries, educators, and parents. They received strong political support from Mayors Joseph Darst and Raymond Tucker, the City Health Commissioner, Dr. J. Earl Smith and Alderman William A. Stolar; scientific support from Gerald F. Cox, professor of Dental Research at the University of Pittsburgh; and early editorial support from the Post-Dispatch (in particular from Charles Prendergast). Opponents to fluoridation ranged from religious groups (such as the Christian Scientists, including the Mott Foundation, and the Catholic Church); from realtors (such as Bruno Realty CO.) who feared damage to water pipes; from businesses (such as Anheuser-Busch), which were concerned over the effects of sodium fluoride on their products; and from some area dentist (in particular Martin T. Rippe) and chiropractors, who, like Christian Scientists, viewed fluoridation as involuntary medication. Some politicians (such as City Alderman Walter Ziengenbalg, County Supervisor James H.J. McNary, and City Water Commissioner Thomas Skinker) felt that fluoridation was either too expensive or that long-term effects should be more thoroughly studied.
Water fluoridation was first proposed to the St.Louis City Board of Alderman in December 1951 and finally approved in October 1954. An attempt to repeal the ordinance failed and city began fluoridating the public water the following September. In the county, a non-binding post card survey of Kirkwood voters showed that they favored fluoridation 1,066 to 995 in 1953. A 1957 survey by the County League of Municipalities in which 29 of the 49 municipalities responded, indicated that 21 favored fluoridation. The St.Louis County Council finally passes a fluoridation bill in 1959. County Supervisor James McNary vetoed the measure but in June the Council overrode his veto. A suit by residents who challenged the Council's right to enact such an ordinance was supported by Circuit Court Judge Douglas L.C. Jones in July 1960. The case was overturned by the Missouri State Supreme Court in December, 1961 and appealed to the U.S. Supreme Court, which in October 1962 refused to hear it. In January 1963, St.Louis County began fluoridating its water.

SCOPE AND CONTENT NOTE
The Ralph Rosen papers document the fluoridation controversy in St.Louis and Missouri from the late 1940's through the early 1980's, and in particular the actions of Rosen to convince others of its merits. The collection also contains pro and anti-fluoridation literature from around the country. Although some scientific and medical evidence is available in the collection, most of the material examines fluoridation as a public policy issue. The collection also provides some information on dental history and the St.Louis dental profession. Duplicates and some undated, unidentified newspaper clippings and articles were discarded. Personal or family letters were returned to the donor.
The papers have been arranged into eight series: Correspondence, 1934-1981; Rosen's writings, 1924-1982; St.Louis Dental Society Bulletins, 1932, 1933, 1939-1958; newspaper clippings, 1934-1982; pro-fluoridating literature; anti-fluoridation literature; photographs; and oral histories.
