Fred Small worked as a city engineer in St. Louis during the Works Progress Administration of the late 1930's He supervised WPA construction projects in North St. Louis County, including Pine Lawn District Sewer construction and the Arbor Terrace paving project.

Collection includes city engineer reports, correspondence, town ordinances, village clerk minutes, films and photographs of the Works Progress Administration's construction projects in north St. Louis.
