Obligations of Title II Scholarship Recipients

When scholarship applicants applied for a Title II scholarship, they agreed to enter into a legal obligation with the U.S. Department of Education.  These  agreement terms were presented  at the orientation meeting, as well as within the agreement document itself.

 Scholarship recipients are expected to

  • Work in a high-need urban local education area (LEA) –which is described in detail at the scholarship orientation session.  Basically, a high-need urban LEA meets several criteria, one of the simplest being that it is a school district with over 50% of its population qualifying for a subsidized lunch program. 
  • Work as a teacher in the high-need urban LEA for a time that reflects the time that the scholarship support was received.  It is important to know how the expected service period of time will be determined, according to the terms of the scholarship
  • Fully repay the federal government for the amount of the scholarship if the student does not work as a teacher in the high-need urban LEA for the amount stipulated in the agreement.  In addition to repaying the scholarship funds if the service obligation is broken by the recipient, the scholarship recipient will pay accrued interest.  (A repayment schedule is available.)  If a scholar serves a portion of the obligated period of service in a qualifying urban LEA, but not the full time, the scholar will be obligated to repay for the portion of time not served, equal to the amount of course time covered by the scholarship
  • Take responsibility for reporting their status of employment to the Federal government.  If there are circumstances that prohibit a scholar from completing the agreed-to length of service, a waiver process may be pursued.  However, it is important to note that the federal guidelines clearly state what is an excusable/forgivable reason for having the scholarship waived.

PLEASE NOTE THAT THIS IS A REVISED VERSION OF THE "VERIFICATION OF TEACHING OBLIGATION" FORM. PLEASE USE THE NEW FORM AND DISCARD ALL COPIES OF THE OLD FORM YOU MAY HAVE.
