    This is usually done with the aid of a template and is based on the methodology you are using (e.g., Method/1, System Life Cycle).
    What are all the things I need to do and how long do they take.
    The templates help to make sure you don’t forget anything.
    Don’t forget ‘other’ resources (e.g., Software, Environment, Hardware, Physical Plant).
    Some variation of this is the traditional method. There are no ‘external charges’.
