Drug Tax laws are a method of imposing civil penalties on distributors of illicit drugs regardless of whether or not they are convicted in criminal court. In Kansas, Dealers are required to purchase Tax stamps and affix them to their product in order to prove their compliance with tax. From the Kansas Department of Revenue: "The fact that dealing marijuana and controlled substances is illegal does not exempt it from taxation. Therefore drug dealers are required by law to purchase drug tax stamps... Purchasing drug tax stamps does not make possession of drugs legal." Some estimates show that North Carolina has collected approximately 6 million dollars a year in taxes since instituting its drug tax law. Tennessee may collect as much as 2 million dollars per year as a result of similar laws.
