Chemical Facility Anti-Terrorism Standards

The U.S Department of Homeland Security (DHS) has released an interim final rule that imposes comprehensive federal security regulations for high-risk chemical facilities. This rule establishes risk-based performance standards for the security of chemical facilities nationwide. As part of this risk-based standard, facilities are required to review the DHS Chemicals of Interest (COI) list and their corresponding Screening Threshold Quantities (STQ). If a facility possesses, or later comes into possession of, a chemical of interest at or above the specified screening threshold quantity, that facility must complete an online consequence assessment tool, known as a Top-Screen, by January 19, 2008.
In order for the University to collectively submit its top-screen, we ask that you complete this questionnaire by December 21, 2007. Your staff or students may complete it as long as they are knowledgeable about the chemicals present there. Further information on the DHS Chemical Facility Anti-Terrorism standards is at the DHS Web Site
