Chemical Facility Anti-Terrorism Standards
The U.S Department of Homeland
Security (DHS) has released an interim final rule that imposes comprehensive
federal security regulations for high-risk chemical facilities. This rule
establishes risk-based performance standards for the security of chemical
facilities nationwide. As part of this risk-based standard, facilities are
required to review the DHS Chemicals of Interest (COI) list and their corresponding
Screening Threshold Quantities (STQ). If a facility possesses, or later
comes into possession of, a chemical of interest at or above the specified
screening threshold quantity, that facility must complete an online consequence
assessment tool, known as a Top-Screen, by January 19, 2008.
In order for the University to collectively submit its top-screen, we ask
that you complete this questionnaire by December 21, 2007. Your staff or
students may complete it as long as they are knowledgeable about the chemicals
