FALL 2008 Disaster and the Law
Instructor: John Perry, MA, JD, is an attorney, psychotherapist, mediator, and certified critical incident stress debriefer. He holds a master's degree in counseling and received his law degree from the University of Arizona College of Law. His diverse professional experience has included practicing law for 15 years, serving as a private and court-appointed mediator, mediating custody issues with divorcing couples in his capacity as a family court social worker, and serving as a resident psychotherapist. In addition, he has served as a group co-facilitator for RAVEN and serves as an employee assistance program administrator for the Episcopal Diocese. He has been an adjunct professor at UM-St. Louis since 2001. Course Description: This course is intended to familiarize students with the general legal framework in the United States into which the subject of disasters and the law fits. The course provides an understanding of the coordination of resources required to respond to disastrous situations including state, local, and federal laws, rules, and regulations. In addition, the course examines the newest addition to federal law, Section 1076 of Public Law 109-364, signed into law Oct. 17, 2006, in the context of a movement toward centralization of power in Washington, D.C. This course may also be taken for three hours of undergraduate or graduate credit as Sociology 4380.
