PREAMBLE
The Gamma Psi Chapter of Beta Alpha Psi Honors Organization was chartered and installed at the University of Missouri St. Louis on April 30, 1972. The purposes of the Gamma Psi Chapter, like those of the National Chapter, shall be: to instill in its members desire for self-improvement; to foster high moral and ethical standards in its Members; to encourage and give recognition to scholastic and professional excellence; to cultivate a sense of responsibility and service in its Members; to promote the collegiate study of accountancy; and to provide its members with opportunities for association with practicing accountants.

SECTION 1. The basic laws of the Gamma Psi Chapter shall be those contained in the Constitution and Bylaws of the National Chapter of Beta Alpha Psi Honors Organization. Gamma Psi Chapter, as a subordinate body of the Honors Organization, shall be governed and abide by said laws as if they were written herein.
SECTION 2. No provisions of the Chapter's Bylaws shall be enacted or enforced which are contrary to the provisions or intent of the Constitution and Bylaws of the National Chapter of Beta Alpha Psi Honors Organization.
SECTION 3. An electronic copy of Gamma Psi Chapter¡¯s Constitution and Bylaws, as amended from time to time, shall be accessible to all Members via the Chapter¡¯s website.
SECTION 1.
Any action of the National Chapter of Beta Alpha Psi Honors
Organization, either at a national meeting or by decision of the
National Council, which has the effect of amending or revising any
part of these Chapter Bylaws shall be deemed an amendment by the
Chapter.
SECTION 2. No part of the Chapter Bylaws shall be amended, suspended, or repealed except by vote of the Student Members of the Chapter. Such action shall require a 2/3 affirmative vote of the Student Members present at a business or special meeting.
SECTION 3 All amendments voted upon
and passed shall immediately be added to the Chapter Bylaws.
SECTION 1. There shall be five classes of membership in the Honors Organization as provided for in Section 5 of Article II of the National Constitution.
SECTION 2. Minimum eligibility requirements for membership in the Honors Organization shall be as prescribed by Article IV of the National Bylaws. Further, Candidates shall be required to fulfill the following additional requirements.
A. Each Candidate shall be invited to join the Honors Organization only upon receiving a written invitation from the Student Members of the Chapter.
B. Candidates receiving an invitation to join the Honors Organization shall be required to serve a one semester probationary period before consideration for initiation into the Honors Organization. During the probationary period:
(1) Candidates shall be entitled to participate in all meetings and social and professional functions conducted by the Honors Organization. However, they will not be allowed to vote on business matters brought before the Student Members of the Chapter for approval by the Chapter.
(2) Candidates shall be required to pay dues and fees during the probationary period in an amount determined by the Chapter.
(3) Candidates shall be required to fulfill the following minimum requirements during their probationary period:
(a) Attend either the Inaugural Meeting or the Election Meeting.
(b) Attend 3 Professional Meetings.
(c) Attend the Initiation Banquet.
(d) Be a member of at least one service committee.
(e) Be a member of at least one non-service committee.
(4) Candidates fulfilling the following requirements shall receive Superior status:
(a) Attend both the Inaugural Meeting and the Election Meeting.
(b) Attend 4 Professional Meetings.
(c) Attend the Initiation Banquet.
(d) Be a member of at least one service committee.
(e) Be a member of at least one non-service committee.
(f) Become a committee chairperson.
(5) Candidates may be required to plan and conduct professional or other projects as deemed appropriate by the Student Members of the Chapter. Projects selected by the Student Members of the Chapter should be designed to further the goals and objectives of the Honors Organization, to familiarize the Candidates with the nature of the professional activities carried on by the Chapter, and to enable the Student Members to determine whether Candidates will become active participants in the activities of the Chapter.
SECTION 3. Upon completion of the requirements set forth in Section 2 of this Article III, each Candidate shall be initiated as a Student Member of the Chapter pursuant to the official membership ceremony set forth in the Chapter Handbook.
SECTION 4. Initiation ceremonies shall be conducted at least once per regular semester.
SECTION 5. A person shall be considered to be a Student Member provided dues are paid within thirty (30) days following the due date and he/she fulfills the following participation requirements during each semester:
(a) Attend either the Inaugural Meeting or the Election Meeting
(b) Attend 3 Professional Meetings
(c) Be a member of at least one service committee.
(d) Be a member of at least one non-service committee.
SECTION 6. Student Members fulfilling the following requirements shall receive Superior status:
(a) Attend both the Inaugural Meeting and the Election Meeting.
(b) Attend 4 Professional Meetings.
(c) Be a member of at least one service committee.
(d) Be a member of at least one non-service committee.
(e) Become a committee chairperson.
SECTION 1. Chapter officers and their duties and responsibilities shall be as prescribed in Articles X and XI of the National Bylaws and in the Chapter Handbook. The duties of the Chapter Secretary shall be divided between a Reporting Secretary and a Recording Secretary. The duties of the Chapter Vice President shall be divided between a Committee Vice President, a Membership Vice President, and a Vice President of MIS.
SECTION 2. Election of officers shall be held no later than the last meeting of the semester, following the election procedures set down in the Chapter Handbook. Voting for officers shall be in the order of President, President-Elect, Committee Vice President, Membership Vice President, MIS Vice President, Treasurer, Reporting Secretary and Recording Secretary. Write-in nominations for officers shall be permitted. The candidates receiving a majority of all votes cast shall be elected.
SECTION 3. Officerselect shall be installed at the Initiation Banquet in the semester following their election.
SECTION 4. In case of a vacancy in an elective office, a special election shall be called to fill such vacancy. The Chapter shall have the power to remove an officer from office under procedures set down in Article X of the National Bylaws.
SECTION 5. Executive board positions shall be held by Student Members as defined in Article X of National Bylaws.
SECTION 1. The Officers may form, dissolve or suspend committees from time to time, as deemed necessary to transact Chapter business. The duties and responsibilities of the active committees during a regular semester shall be described on the Chapter website and/or available for download on MyGateway.
SECTION 2. Committee chairpersons shall be by volunteer on a first-come, first-serve basis; however, Officers may remove or appoint chairpersons as deemed necessary to ensure timely completion of committee business. The term of chairpersons shall be for no more than one semester and shall automatically terminate with the semi-annual installation of officers. However, a chairperson may volunteer any number of times to the same position.
SECTION 3. Each committee chairperson may be required to submit an oral report to the Officers before each business or special meeting and/or to the membership during such meetings. At the conclusion of the activities of the committee, the committee chairperson must submit to the Vice President of Committees a brief written report summarizing the activities of the committee. These written reports shall be filed for future reference.
SECTION 4. The Officers shall have the power to limit the membership of each committee to a number appropriate for the amount of work to be done. The Vice President of Committees shall maintain records of the active committees during the semester, including the names of the chairperson and members, which shall be made available to any Member upon request.
SECTION 1. Business meetings shall be held as often as the Officers deem necessary to transact Chapter business. Special meetings may be called at any time by the Officers or shall be called upon request of 1/4 of the Student Members of the Chapter, provided that at least one week's notice be given for any such meeting. Professional meetings shall be held as often as the Officers deem appropriate.
SECTION 2. Notwithstanding anything to the contrary contained herein, a quorum shall be required for the transaction of all Chapter business for which a vote of the Student Members of the Chapter is deemed necessary. A quorum shall consist of not less than 1/2 of the Student Members of the Chapter.
SECTION 3. In matters voted upon by the Chapter, each Student Member shall have one vote and voting by proxy shall not be permitted. The President may vote only in the event of a tie vote of the Student Members of the Chapter.
SECTION 1. Membership dues shall remain fixed from year to year and any changes shall be voted on by the Student Members.
SECTION 2. Special assessments may be levied upon Members of the Chapter by the Executive Committee, subject to approval by a 2/3 affirmative vote of the Student Members present at a business or special meeting.
SECTION 3. Faculty Members, Honorary Members, and Alumnus Members shall be excused from membership dues, but may be required to pay special assessments as deemed necessary, subject to a 2/3 affirmative vote of the Student Members present at a business or special meeting.
SECTION 4. The financial records of the Chapter shall be audited only when required by Section 7 of Article X of the National Bylaws.
SECTION 1. The Officers and committee chairpersons shall keep appropriate records during their tenure so as to adequately apprise their successor of the specific actions, duties, and responsibilities of the office in and above the descriptions set forth in these Bylaws and any ancillary documents.
