Campus Procurement is responsible for handling items that have been declared surplus to the needs of campus departments. We take possession of surplus property, store it, and dispose of it according to University policy.
A University department may dispose of surplus property by completing a Property Inventory and Change Report, Form UM27, designating the surplus items and their locations. The form should be submitted to the Coordinator of Surplus Property, 209 Woods Hall. University property which has been declared surplus by one campus department is first offered to other campus departments. A transfer of items may be completed in one of the following ways:
The items will be scheduled for pickup and removal to the Surplus Warehouse by following these steps:
If there is not a need on campus for surplus items, they are offered for sale to the public. The form of these sales is primarily through auction. In special circumstances a sealed bid process is used.
University policy prohibits sales to University employees or students which are not part of the sealed bid or public auction process. University employees and students are welcome to participate in the public sales.
University policy prohibits the donation of equipment and supplies to any outside agency or individual by University departments.
When a department completes a Form UM27 with an appropriate MoCode and PeopleSoft Account when declaring items surplus, 65% of the net proceeds from any sale will be returned to that department.
To any University-owned property or equipment that is surplus to a department's needs, regardless of its condition or estimated value, must be transferred to the surplus property unit for disposal. This includes:
Computer software cannot be disposed of through the surplus property process.
Hazardous materials cannot be disposed of through the surplus property process.
The UMSL Surplus Property Warehouse is located at the JC Penney Dock. This location is where all surplus property is stored after it is picked up from campus departments. Public auctions of surplus property are held at this location. Viewing of surplus items is available to departments by appointments.
Viewing times for the public will be announced before each auction.
Public auctions of surplus property are held 3 to 4 times per year. The timing of auctions is based primarily on the volume of surplus items available. Auction dates are announced one month in advance.
