COGR Effort & Compensation Practices

Council on Governmental Relations (COGR) is an association of leading research institutions. COGR assists institutions in developing policies and effective practices that reflect the mutual interests of the research community. This document addresses issues related to salary compensation, effort commitments, and certification policies and practices, as well as the federal regulations governing these issues. University and research institution administrators and faculty are committed to addressing these issues and will continue to carry out the important stewardship responsibilities associated with managing federal funds.

Participant Support Cost

Participant support costs are direct costs for items such as stipends or subsistence allowances, travel allowances and registration fees paid to or on behalf of participants or trainees (but not employees) in connection with meetings, conferences, symposia or training projects.
