What graduate programs are open to exchange students?  What are the conditions? Can advanced undergraduate exchange students take graduate level courses?
Yes, they are open to exchange students.  Undergraduate exchange students would be able to take graduate level courses on a case-by-case basis.

2) Official transcripts, translated into English, if necessary.
3) A completed Affidavit of Financial Support. Kansas State University requires a proper and current affidavit of support from your sponsor stating that he or she will provide $6,345 (this amount is an estimate figure that includes all room/board, books, supplies, etc.) for each semester of study at Kansas State University and a statement of verification from the sponsor's financial establishment. The form required by Kansas State University for this purpose is available at http://www.ksu.edu/admit/aff_supp.pdf
4) A letter of support from the student's home university supporting the student's participation on the exchange.

Language requirements
Language Proficiency for Undergraduate Admission. Many universities have rigid TOEFL requirements for admission. However, Kansas State University wants to make the admission process for you as easy as possible.If you meet the academic requirements, Kansas State University may admit you with no proof of English proficiency (no TOEFL). Once you arrive, you will have the option take the English Proficiency Test (EPT). The results of the English Proficiency Test (EPT) will determine if you have to study English, either full-time or part-time, or if you are ready to begin full-time university classes. This is to ensure that you have the necessary English skills to be successful in your career at K-State.
      The English Language Program (ELP) at K-State is an intensive language program. The program offers English instruction to international students who choose to come for language training as a study abroad experience.

Internships available Internships are available through some departmental programs and are individually arranged.
Student jobs available/allowed? Yes.  Students may work up to 20 hours a week on campus.  US Immigration rules prohibit working off campus.

Off-Campus: Housing costs will vary if student chooses to live off-campus. Approximately: $400-$500 for housing, $100-$200 for meals (less expensive housing is sometimes found, but not guaranteed)
-Books:  on average, $300 per semester
-Local transportation:  No public transportation is available in Manhattan. The International Office lends bicycles to students, when available. Cost for a bike is usually $100 or less to purchase a decent bicycle. We also have a free shuttle service to take students shopping once a week.
-Health insurance:  $59 per spring or fall semester, $22
for summer semester
-Personal Expenses Personal expenses usually run between $250-300 depending on each student's style of living. This could be more or less depending on travel.
