Minutes of the Meeting

16 March 2001


The meeting was called to order by Dean Douglas Wartzok at 1:30 p.m. Members in attendance were: Shirley Bissen, Ta-Pei Cheng, Richard Cook, Matthew Keefer, Donald Kummer, Thaddeus Metz, David Rose and Joachim Stoeckler. Members absent were: Ed Bennett, Peggy Ellis, Allison Hoewisch, Kyungho Oh, Adell Patton, Margaret Sherraden, and Anne Winkler.
 

I. Minutes

The minutes of the 16 February 2001 meeting were approved.

II. Nomination to the Graduate Faculty

Dr. Susan Catapano, Assistant Professor in Teaching and Learning, was appointed unanimously to the Graduate Faculty.

III. Committee Reports

Admissions and Scholarship - Joachim Stoeckler

The committee reviewed one master's and seven doctoral applications for the Graduate School Fellowships. The committee recommends that Alan Cohen and James Henriksen from Biology and Haibo Yang from Applied Mathematics be awarded the Fellowships. The department which submitted the master's application will be asked to elaborate on the application packet. Those applications not selected will be held and reviewed again in the second pool of applicants.

The committee suggested re-wording the application to state that 3 letters of recommendation and a statement by the student of his or her goals SHOULD be attached instead of MAY be attached.

Council accepted the committee's report.

The Curriculum and Instruction Committee recommends the approval of the following Philosophy course additions. These courses are needed for the new Master's degree program.

Program Development - Richard Cook

The committee reviewed four changes in degree requirements:
The Master of Education in Educational Administration is consolidating 3 one hour courses into one three hour course.
The Doctor of Philosophy in Education - Educational Psychology is bringing the program in line with State requirements.
The Master of Arts in Communication is deleting the GRE requirement and requiring a score of 600 for the TOEFL.
The Master of Business Administration is merely making some editorial changes to the MBA emphasis areas.

Council accepted the committee's report to approve three of the four proposals. Council accepted the committee's recommendation to approve the MA in Communication proposal pending correction of some typographical errors.

Some Council members questioned the soundness of more and more departments dropping the GRE test. Should they be required of all Master's programs? It was suggested this might be something the Rules and Regulations committee could review.
 

IV. Dean's Report

The Dean distributed a summary of Mission Enhancement funding. For the first three years, we received a little under $900,000. In July 2001 an additional $300,000 is supposed to be forthcoming. Because we are unsure if that money will be distributed, Chancellor Touhill has asked that we do not plan to spend any additional funds. There are two caveats on future funds availability: the first is whether the legislature will actually provide the requested Mission Enhancement funding; the second is how much the campus will allocate to graduate students support of any Mission Enhancement funding. Of the current amount available for next year, we will need an additional 3.4% in tuition remission costs, $10,000 for student travel, $10,000 for graduate student insurance subsidy, $9,000 for English course release, and $38,880 for 3 Math GTAs. There will be a remainder of about $140,000 for fellowships. In order to fund as many competitive fellowships as possible, the Dean suggested that Chancellor's Assistantships only be awarded to minority students. This will allow fellowship funding for 5 Summer Research Fellows, 6 Graduate School Fellows, and 2 Dissertation Fellows. Money will be tight if no new Mission Enhancement funds are distributed.
