Minutes of the Meeting
18 February 2000
The meeting was called to order by Dean Douglas Wartzok at 1:30 p.m. Members in attendance were: Ta-Pei Cheng, Richard Cook, Louis Gerteis, Fran Hoffmann, Matthew Keefer, Roberta Lee, Piers Rawling, Theresa Sears, Margaret Sherraden, Joachim Stoeckler, Anne Winkler. Members absent were: Vengu Lakshminarayanan, Donald Kummer (on leave), Christopher Spilling, Bruce Wilking.
Minutes
The minutes of the 21 January 2000 meeting were approved.
Nomination to the Graduate Faculty
Laura Westhoff, Assistant Professor in History, was appointed to the Graduate Faculty.
Committee Reports
Admissions and Scholarship - Vengu Lakshminarayanan
Dr. Wartzok presented the report on behalf of the chair. The committee
reviewed 5 applications for the 5 month Dissertation Fellowships. There
were 2 applicants from Biology; 2 from Chemistry and 1 from Physics. Those
awarded were 1 from Biology (Tibisey Escalona); 2 from Chemistry (Shiyue
Fang and Paul McQuade) and 1 from Physics (Wentao Qin). The committee asked
that next year's guidelines strongly request adherence to the 5 page application
limit. Council accepted the committee's recommendations.

Council approved the committee's report.
Program Development - Louis Gerteis
The committee reviewed changes in degree requirements for the Master of Arts in Sociology. The department edited and updated the text. After the department corrected some typographical errors in the career section, the committee recommended approval of the changes as revised. Council approved the committee's report.
Discussion of suggested revision to the Rules and Regulations
Dr. Steven Spaner asked that Graduate Council review the wording of Section 2.1, paragraph 3 and section 2.3, paragraph 1 as discussed at the Fall Graduate Faculty meeting. Dr. Spaner proposed the following addition as listed in italics to the current wording approved at that meeting:
Section 2.1, paragraph 3:
"All members of the Graduate Faculty can serve as members of comprehensive exam committees, exit project committees, and master's thesis committees. In general, only those members of the Graduate Faculty with a tenured or tenure-track position may chair master's thesis committees and serve on doctoral dissertation committees. With the approval of the Graduate Dean, non-regular Graduate Faculty who bring a particular expertise to a committee may also serve in these capacities"
Recommended change to underlined section above:
Upon the recommendation of the thesis or dissertation committee
chair and the approval of the home department chair or corresponding academic
unit head, non-regular Graduate Faculty who bring a pertinent and relevant
expertise to a committee may also serve in these capacities.
Section 2.3, paragraph 1:
"All members of the Doctoral Faculty may serve on doctoral dissertation
committees. In general, only those members of the Doctoral Faculty with
a tenured or tenure-track position may chair doctoral dissertation committees.
With the approval of the Graduate Dean, non-regular Doctoral Faculty
who bring a particular expertise to a committee may co-chair doctoral dissertation
committees.
Recommended change to underlined section above:
Upon the recommendation of the dissertation committee chair and
the approval of the home department chair or corresponding academic unit
head, non-regular Graduate Faculty who bring a pertinent and relevant expertise
to a committee may co-chair doctoral dissertation committees."
Council discussed the proposed revision. Council voted unanimously against approving the resolution to change Section 2.1, paragraph 3 and Section 2.3, paragraph 1 of the Graduate School Rules and Regulations.
Dr. Keefer stated that faculty in the School of Education are discussing the question of supervision of quality and general oversight exercised by the Graduate School. Some Council members expressed the opinion that because the degree is awarded by the Graduate Faculty of the University, final oversight and responsibility must reside in the Graduate School acting on behalf of the Graduate Faculty.
A question was raised regarding the wisdom of having co-chairs for dissertations at all. The Dean noted that this was appropriate when the individual with the best knowledge regarding the topic of the dissertation was a non-tenure/non-tenure-track Doctoral Faculty member such as a Curator at the Missouri Botanical Garden. In such as case, it would be good for the Curator to be a co-chair (for content) with a UM-St. Louis faculty member (for both content and University procedures). The intention was not to create co-chairs between two UM-St. Louis tenure-track or tenured faculty members.
Dean's Report
Dr. Wartzok sent out the 5-year review of the Graduate School and Office of Research Administration to Council. The review will be held on February 29. Members of the review committee are Gordon Anderson (science representative), Richard Wright (social sciences representative, Jim Shymansky (professional schools representative). The outside reviewer is Dr. Linda Brinkley, Vice Provost for Research and Dean of the Graduate School, University of Memphis. Graduate Council noted that they would be willing to meet with the committee.
