Minutes of the Meeting
17 December 1999
The meeting was called to order by Dean Douglas Wartzok at 1:30 p.m. Members in attendance were: Richard Cook, Louis Gerteis, Matthew Keefer, Roberta Lee, Piers Rawling, Theresa Sears, Christopher Spilling, Joachim Stoeckler, Anne Winkler, and Bruce Wilking. Members absent were: Ta-Pei Cheng, Fran Hoffmann, Vengu Lakshminarayanan, Donald Kummer, Margaret Sherraden.
Minutes
The minutes of the 19 November 1999 meeting were approved.
Nominations to the Graduate Faculty
Drs. Patricia Boyer and ShawnWoodhouse were approved for membership
in the Graduate Faculty.
Replacement of member on the Doctoral Faculty Selection Committee
Dr. Bobbie Lee was elected unanimously to replace Dr. Janice Attala
on this year's Doctoral Faculty Selection Committee. Dr. Attala retired
from the University.
Committee Reports
Admissions and Scholarship - Vengu Lakshminarayanan
Dr. Wartzok gave the committee's report on behalf of Dr. Lakshminarayanan.
The committee recommends that the deadlines for the Graduate School Fellowships should be the same as they were last year, near the end of February and near the end of March.
The Summer Research Fellowship guidelines should be modified to allow external employment as long as the committee is notified of the type of employment and hours worked.
The recommendation letter supporting all applications should have the usual waiver statement signed by the student.
The following guidelines are recommended for the Dissertation Year Fellowships:

The committee reviewed and recommend approval of the following course proposals:

Program Development - Louis Gerteis
The committee met twice to review the proposal for the Ph.D. in Urban and Metropolitan Studies including the Ph.D in Urban and Metropolitan Studies: History as the first emphasis area. The History emphasis area will appear in the title of the degree. All school/college deans signed off on the generic interdisciplinary proposal. Even though the interdisciplinary degree is less well defined than the History emphasis area, the committee feels confident in recommending approval of the proposal. It is anticipated that other units might be interested in their own emphasis area of the interdisciplinary degree program in the coming years. Currently, the campus will only market the history emphasis degree program. Council suggested adding a description of the expertise of the faculty who might be involved in the interdisciplinary degree. Council approved the proposals pending Dr. Wartzok adding information on faculty to the generic proposal.
Dean's Report
The Ph.D. in Education was approved in
1996 with three emphasis areas. They were in Counseling and Educational
Psychology; Metropolitan Leadership and Policy Studies; and Teaching-Learning
Processes. When the System forwarded the proposal to CBHE, as part of the
cooperative Ph.D. in Education with UMC and UMKC, there were no emphasis
areas listed. The St. Louis campus was unaware that the emphasis areas
had been left out of the proposal the System forward to CBHE. Subsequent
discussions with the System has resulted in their accepting the following
emphasis areas for forwarding to CBHE: Counseling; Educational Psychology;
Educational Leadership and Policy Studies; Teaching-Learning Processes.
It is anticipated that the emphasis areas will be in place by Fall 2000.
Because these emphasis areas are essentially those the Council approved
three years ago, these emphasis areas are being reported to Council and
the Senate for information but not for additional action.
There being no other business the meeting adjourned at 2:40 p.m.
