Minutes of the Meeting
Graduate Council was called to order at 1:00 p.m. on Friday, 25 August by Dean Douglas Wartzok. Members in attendance were: Shirley Bissen, Ta-Pei Cheng, Richard Cook, Donald Kummer, Thaddeus Metz, Kyungho Oh, David Rose, Anne Winkler. Members absent were: Peggy Ellis, Allison Hoewisch, Matthew Keefer, Margaret Sherraden, Joachim Stoeckler. Members to be replaced are: Fran Hoffmann and Larry Davis.
I. Minutes
The minutes of the 7 April 2000 meeting were approved.
II. Election of a Secretary/Vice Chairperson
Matthew Keefer was elected unanimously to fill the Secretary/Vice Chairperson
position.
III. Election of Subcommittees
The Dean gave an overview of each committee and then requested nominees to serve on the committees:
Admissions and Scholarship - The committee sets the application guidelines and deadlines for 12 month Graduate School Fellowships, Summer Research Fellowships (2 months), and 12 month Dissertation Fellowships. The Graduate School Fellowships are intended to attract bright new students. There are two deadlines for this fellowship - late February and late March. The MA students are awarded a two year fellowship with one year being paid by the Graduate School as a non-work fellowship and the second year being paid by the department as a GTA/GRA with a work commitment. The doctoral students are awarded a three year fellowship with two years being paid by the Graduate School as a non-work fellowship and a third year being paid by the department as a GTA/GRA with a work commitment. The 12 month Dissertation Fellowships have two competitions - October 31 and March 31. The fellowship award is $14,000. The Summer Research Fellowship is a 2 month fellowship for $1000 per month for either doctoral or master's degree seeking students. The following faculty were nominated to serve:

Curriculum and Instruction. This committee meets monthly and has a high workload. It reviews all 300 and 400 level courses for additions, deletions and overlap. The committee also reviews the level of the course for proper assignment and assures that 400 level courses have prerequisites. Previously the committee gave the Chair of the committee authority to review routine course proposals without full committee review. This lessened the load for the committee. Program Development. This committee reviews all new degree and graduate certificate proposals and any changes in existing degree and certificate programs. This year the committee will review the revision for a new Ph.D. in Regional and Local Studies (formerly named the Ph.D. in Urban and Metropolitan Studies). The following faculty were nominated to serve:

Rules and Regulations. This committee reviews any changes requested by the faculty, Graduate Council or the Dean. There are some pending proposed changes from the School of Education which will be forwarded to the committee.

A motion to accept the slate of nominees was approved. The Graduate
School will notify the those nominated to assure their willingness to serve.
VI. Dean's Report
The Dean distributed this year's Graduate School and Office of Research Administration five year review report from the committee. The full self-study prepared by the office is available in 341 Woods.
A description of the Graduate Student Accident and Sickness Insurance was also distributed. The insurance is not a mandatory program but it is available to all graduate students. The Graduate School will subsidize 25% of the cost for all .50 FTE GTAs, GRAs and Graduate School Fellows.
This Fall the Graduate School will pay 100% of the educational fees for all .50 FTE Graduate Teaching Assistants, Graduate Research Assistants and Graduate Fellows.
When the Millenium Student Center opens this fall, the Graduate School has proposed moving Graduate Admissions into an expanded suite of the Graduate School and Office of Research Administration.
